Gas connections for new homes in Victoria: What changes in 2027

Feb, 2026ConstructionMoney Matters

This guide covers the Victorian Government’s changes, key dates, and what you should do now if you are planning to build.

In short:

  • From 1 January 2027, all new homes in Victoria must be built all-electric.
  • Building surveyors will not be able to issue a building permit for a new home that connects to mains gas after this date.

If your building permit is issued on or after 1 January 2027, you should expect your home to be designed without a mains gas connection.

These changes affect anyone who is planning to build a new home in Victoria, depending on their timeline of approvals and permits.

What should land buyers do now?

If you’d like a lot connected to gas, talk to the Land Sales Consultants at Manor Lakes, your builder, lawyer or conveyancer.

If you’ve already selected a builder, discuss the coming changes from gas and electricity to all-electric.

Adam Lockens, Sales Manager at Dennis Family Corporation, says home buyers should carefully examine their timeline between now and 1 January, 2027.

“There are limited lots that may still be constructed before the 2027 phase-out takes full effect.

“Buyers need to assess whether their land settlement, design phase and building permit timing will realistically fall before the 1 January 2027 cut-off date.”

Practical steps:

  1. Confirm with Manor Lakes Land Sales Office whether your lot includes gas servicing.
  2. Confirm with your builder when your building permit is likely to be issued.
  3. Confirm whether your builder is designing homes assuming all-electric compliance.
  4. Allow time for potential delays in planning, finance or documentation.

If your building permit is issued after 1 January 2027, your home will need to be all-electric.

John Forbes, Operations Manager at Dennis Family Corporation, the Manor Lakes developer, takes a pragmatic view of the changes.

“From an operational perspective, our project managers are already planning for an all-electric future.

“In practical terms, residential developments being designed today are increasingly structured around all-electric outcomes.”

This reflects the reality that developers plan infrastructure years in advance. Once gas is removed from future stage planning, it will not be reintroduced.

Frequently Asked Questions

Why is this changing?

This was a change made by Victorian Government.

Victorian Government: Why do we need to move away from fossil gas?

Can I get gas installed in my new home after 1 January 2027?

From 1 January 2027, new homes must be all-electric to receive a building permit.

Can I still use a gas bottle for a BBQ?

Yes.  New and existing dwellings will still be able to use bottled or reticulated Liquified Petroleum Gas (LPG).

If I want a lot with gas, what do I have to do and by when?

The Gas Substitution Roadmap outlines the Victorian Government’s phase out gas in new homes, new government buildings including schools and hospitals.

You must confirm with your builder that the lot is serviced with gas and ensure your building permit is issued before 1 January 2027. Work backwards from that date and allow for potential delays.

What if I sign a building contract in 2026?

The key date is the building permit issue date, not the contract date.

If the building permit is issued after 1 January 2027, the all-electric requirement will apply.

Please raise this with your builder to review your timeline.

Are existing homes being forced off gas?

No.

Existing homes are not required to remove gas appliances.
